We have mandated vents in the kitchen, where you generally find the stove and the water heater. You’re also told to regularly open doors/windows to let air flow through the home. Until electricity becomes cheaper, there’s no way to get people to change.

In my country, we use gas more than electricity. We have mandated vents in the kitchen, where you generally find the stove and the water heater.
