Edited my reply to reflect that. My point is that “random” and “no motive” are compatible, “terrorism” and “no motive” are not. And random does not mean terrorism.
It would be terrorism if this was done for some ideological motive. So far it seems like the shooter had no motive and just randomly decided to kill some people today.
