I’m just guessing here, but it could be that they’re trying to cover up their own (and their friends’) role in deceiving Congress and the public. Someone who was involved in, say, deceiving the Assassination Records Review Board in the late 90s could very much still be in service.

True in a sense, but there are people who helped cover it up who are still alive and well.
