FYI he’s referring to nuclear “criticality,” e.g. testing the non-nuclear explosives placed around core. To simplify, the yellow stuff here:

I think they had an out in the first place, but this one is even better.
I read Trump’s post as, “Since everybody else is doing it, I’m ordering tit-for-tat testing.” He thinks it’s the 80s and we’re behind on testing.
