The war was brought to the USSR by outside forces - the whites where financed by the UK and the US, WWII was brought to the USSR by Germany. So famine in the USSR was created by western forces more than anything.
After 1947 there were no known famines. Since famines were a regular occurrence before we can conclude that the Soviets effectively ended famines in their territory by then.

After second Khrushchevite coup Kim Il Sung purged both Soviet and Chinese factions in WPK so they were politically entirely sovereign, but they never went into conflict with neither USSR nor China. They also moved in opposite direction economically and diplomatically, instead of adopting market reforms and opening to the west, they followed self-reliance policies, mostly out of necessity of being basically sieged by USA and their cronies the entire time.
And in retrospect, considering Yugoslavia was broken among untold suffering and DPRK not, it was a right move.
